The Brazilian Association of Electrical and Electronics Industry (Abinee) wants to increase its participation in 2010 in the volume of material and equipment supplies to the oil, gas and marine industry. So says the regional manager of the entity in Rio de Janeiro (Abinee / RJ), Paulo Sergio Galvão.
He noted that will require some public policies that help in this process, due to structural issues of checks and balances with imported products. He cited the example of the refining of oil, which did not have any instrument requiring local content. But from a resolution that is in the public hearing on the Brazilian National Petroleum Agency (ANP), Galvão believes "there will be such a requirement and a measurement of local content by systems or product families."
Galvão explained that when the measurement is made by the overall value of the enterprise, as a tanker or refinery, the segments of the production of electrical and electronic industry have a small weight in the economic and financial development as a whole. "It gives poor visibility. On a ship, only steel and some services cover the 65% local content. So there is not just a concern in buying the rest of the domestic industry. "
The regional manager of RJ Abinee believes that the new measurement systems that will give visibility to the Brazilian electronics industry, which exported about $ 10 billion in 2008 and is present in all supply chains, helping them in improving productivity. In the oil area, is already required by the measurement systems for exploration and production from the seventh round of bidding has not yet entered in the phase of acquisition of equipment and goods, recalled Galvão. With this, buyers will have to demonstrate they have acquired 60% of electrical systems, automation, instrumentation and telecommunications in a local market.
With new discoveries of oil and gas in the pre-salt basins, and with the beginning of oil an gas exploration in the pre-salt, opportunities will be even greater, estimated the regional manager Abinee / RJ "The pre-salt creates obligations and duties to all stakeholders in the chain. Both for the operators or the main operator if only Petrobras, as for the chain, because the levels of demand will grow much. "
