President Luiz Inácio Lula da Silva said that oil production in the pre-salt (subsalt) will allow Brazil to have "leeway" in fuel prices. Lula said that amid high fuel prices, prompting the government to reduce the percentage of ethanol blends in gasoline and reduce the recovery of the Contribution on Intervention in the Economic Domain (CIDE) in these products.
In an interview with radio stations in State of Minas Gerais, Lula cautioned, however, that the operation in "full force" of the oil pre-salt will only occur in 2016 or even 2017.
"Certainly, at the time that we are self sufficient, we have some leeway to the price of fuel. Today, although we are self sufficient in terms of our production, we need to import light oil from other countries to mix with ours. And we also need to import diesel oil, " President said.
He believes that the country could reach a point of balance and with full force the pre-salt by 2016 or 2017. "Before it is very difficult to do that."
The president, who is serving agenda in miners municipalities of Teófilo Otoni and Governador Valadares, remembered that among the bills related to the pre-salt is what provides for the creation of the Social Fund, that will allocate the proceeds from the exploitation of oil layer to education, science and technology, environmental preservation, health and culture.

He said the discovery of the pre-salt and the beginning of oil exploration wells will be like a "second independence" for the country.
