The Chamber of Deputies of Brazil resumes this week the votes on bills dealing with the exploration of the pre-salt (subsalt) oil layer. The negotiations for the resumption of votes are being made by the Mayor, Mr Michel Temer (PMDB-SP), and the party leaders. The idea is to complete the vote of four projects until March 10 to forward them to the Senate.
The first project to be considered by Members, as of Tuesday (23), is what creates the so-called social fund to be formed with the resources of the pre-salt oil exploration. The fund focuses on programs to eradicate poverty, combat climate change and investments in education, culture, health and science and technology. The text to be voted on was presented by the rapporteur of the proposed in the special committee, Mr Antonio Palocci (PT-SP).
The vote on the bill that deals with capitalization of Petrobras (Bovespa: PETR3/PETR4, NYSE: PBR / PBRA, Latibex: XPBR / XPBRA, BCBA: APBR / APBRA) is scheduled for next week, for the 2nd and 3rd of March. The last vote to be made should be of use to Members Ibsen Pinheiro (PMDB-RS) and Humberto Souto (PPS-MG). The action provides for voting for amendments to the two lawmakers who proposed the distribution of royalties from the exploiration of oil with all states and not only with producers as provided for in the original text.
Initially, the forecast was that the votes of the four projects of pre-salt occurred in the House until November last year. That did not happen according to the obstruction of opposition parties to vote in the House. The opposition has conditioned the vote of pre-salt projects with considered the adjustment of retirees.
With the obstruction that the opposition is doing the vote of the House, few materials have been voted on. According to Mr. Temer, the obstruction is natural and legitime. "The pro-government have to come and bring their members to vote. This is the democratic game, " he said.
