In Brazil, pre-salt projects will dominate the agenda of votes of the House and Senate this year

The votes on four bills that establish the rules for oil exploration in the pre-salt will dominate the agenda of votes of the House and Senate in 2010. With the election for President this year, the schedule will be tight and should summarize the first half of the year and the months of November and December, with the vote on the budget.

President of the Chamber, Michel Temer (PMDB-SP), has signed an agreement with the leaders to vote in the first half of February the three pre-salt projects. Among them, the sharing, considered the most controversial.

The project has had its main text approved by Parliament, but lacks the analysis of the main amendment - which provides for the distribution of royalties to the exploration and production of oil in proportion to all states and municipalities, according to the rules of the Participation Fund States (FPE) and the Fund of the Municipalities (FPM).

"In 2010, we will make more of a common understanding was built so we can have votes. And start with the pre-salt projects," said the leader of the DEM in the House, Ronaldo Caiado (GO). "The vote on the amendment of this project is perhaps the great victory of opposition to the distribution of income," he added.

President Lula has tried to vote for the projects in an emergency. But it fell on the promise that the House would vote matters in 2009 to be considered by the Senate earlier this year. However, due to the obstruction of votes in Parliament, made by DEM, PSDB and PPS, the votes have been delayed and the projects could not have the review completed.

The projects are moving in the House since September last year and should only be sent to the Senate in March. As a result, unlikely to be voted on by senators in the first half, as the opposition in the Senate has more power than the House, and may delay the review of proposals.
