Brazilian government wants to speed up voting for pre-salt

The Brazilian government wants to accelerate the roll of bills dealing with the exploration of the pre-salt (subsalt) and the four proposals are approved through the month of June by the Congress, said yesterday (1) the government leader in the House, Mr Candido Vaccarezza (PT-SP). "If we have strength we will conclude the vote of projects in the House this week."

To try to speed up the votes, Vaccarezza said he will meet today (2) with the leaders of the governing coalition in the morning and in the afternoon, with opposition leaders to negotiate the votes of the project that deals with capitalization of Petrobras (Bovespa: PETR3/PETR4, NYSE: PBR / PBRA, Latibex: XPBR / XPBRA, BCBA: APBR / APBRA) and also, the appeal to vote on the bill that deals with the oil in a sharing basis.

The mayor, Mr Michel Temer (PMDB-SP), marked this week to vote on the bill that deals with capitalization of Petrobras and Wednesday of next week (10 days) to vote on the appeal to the project that deals with sharing. Vaccarezza, however, wish to bring forward the vote, then forward the projects for consideration by the Senate.

"I will not delay the vote. I will not do tricks. It is to discuss and vote, "said the leader, who last week, when the vote on the Social Fund project, delayed the vote to try to overturn the amendment which transfers the resources of the fund to offset losses from retirements. Even with the attempt to do tricks, the government was suffering a defeat with the approval of the amendment.

"The lesson I took is that when the opposition has crystallized, it is no use talking. Voted and the winner will have a majority. The important thing is to define the regulatory framework". According Vaccarezza, the government was delaying by three months of completion of the vote on the bill dealing with the shares because of a secondary vote. "The priority was not to define the division of royalties, but set the regulatory framework," he said.
