The House of Representatives has voted (10/03) by 369 votes to 72, and two abstentions, the amendment by Mr Ibsen Pinheiro (PMDB-RS) and Humberto Souto (PPS-MG) which provides for the distribution of royalties from oil exploration among all states and municipalities, according to the rules of Equity funds.
The amendment modifies the text of the bill dealing with the system of division and distribution of royalties to require that the producing states (Rio de Janeiro, Espirito Santo and Sao Paulo) to stay with almost all the petroleum resources. Their proposal, states and municipalities are entitled to royalties both the concession contracts and the pre-salt (sub-salt).
The government leader, Cândido Vaccarezza (PT), argued that the amendment is unconstitutional because it hurts contracts already signed and should be vetoed by President Luiz Inácio Lula da Silva, where the text is kept in the Senate vote.
With the vote on the amendment, the Board concluded today (10) the votes of the four projects dealing with oil exploration in the sub-salt, now to be voted in the Senate.
