The House of Representatives approved yesterday (2) in symbolic vote, the main text of the bill dealing with capitalization of Petrobras (Bovespa: PETR3/PETR4, NYSE: PBR / PBRA, Latibex: XPBR / XPBRA, BCBA: APBR / APBRA) for the exploration of oil and gas in the pre-salt layer, subject to amendments and highlights that aim to change the text. In the afternoon, party leaders have agreed to vote today (3) the amendments and highlights the project.
The text adopted by the members of the chamber was made to substitute the original government project by the rapporteur of the special committee matters, Mr João Maia (PR-RN). In committee, the rapporteur welcomed two of the 15 amendments made to the proposal. Thus, the authors of the other amendments will highlight them for consideration in plenary.
The project allows the Union to sell to Petrobras, without bidding, the right to explore the research and production of oil, natural gas and other fluids hidrocaboretos, up to 5 billion barrels of oil and natural gas in areas not yet granted in the pre-salt. Also allows the government to participate in the increase capital of the company's operations with government securities.
Among the highlights to be voted on today are three who want to include in the text the opportunity of the current shareholders of Petrobras, with funds from the Guarantee Fund for Employees (FGTS), increase its shareholding in Petrobras with the purchase of new shares by using also FGTS. The rapporteur has come to admit this possibility in his opinion in the committee, but withdrew the device from the text.
The government leader in the House, Mr Candido Vaccarezza (PT-SP), said the government accepts to negotiate the possibility of using FGTS to the capitalization of Petrobras, but it will be necessary to negotiate the percentage to be used by shareholders who purchased shares of Petrobras with the fund resources.
