Scheduled for today's the vote of partial veto of Brazilian President Dilma Rousseff to the bill that deals with the distribution of resources of oil royalties from the pre-salt was canceled in Congress. The minister of Federal Supreme Court (STF), Luiz Fux, ordered the suspension of veto analysis. The Congress president, José Sarney (PMDB-AP), said it would appeal the decision.

The Minister Luiz Fux, Judge of the Supreme Court of Brazil (STF), granted the preliminary injunction (MS) 31 816, filed by Rep. Alessandro Molon (PT / RJ), and determined that the Presiding Board of the National Congress refrain from examining the partial veto of President of the Republic, Dilma Rousseff, to Bill 2.565/2011, which deals with new rules for sharing of royalties and special participation due as a result of oil exploration, natural gas and other fluid hydrocarbons arising from the pre-salt.

The pre-salt is a sequence of sedimentary rocks deposited more than 100 million years ago in a space formed by the geographical separation of the ancient continent Gondwana, or more specifically, the separation of the American and African continents, which began about 150 million years ago. Initially, a large lake formed between the two continents, where rocks were deposited over centuries and gave rise to the pre-salt oil. As all the rivers of the separating continents ran into this huge lake, large quantities of organic matter was being deposited on its bed. As the continents moved away, organic matter that had accumulated in this new space from the rivers became covered by sea water, which drained into the lake. It is thought that the layer of salt of up to 2,000 meters thick was formed on top of the organic matter which was later transformed into hydrocarbons (oil and natural gas).
